Home Minister M. Ma'ruf has installed Abraham (Bram) Octavianus Atururi
and Rachimin Katjong as the first governor and deputy

for the new province of West Irian Jaya.

Monday's ceremony, which was attended by at least 3,000 people, was held
at the West Irian Jaya Legislative Council compound.

Before the swearing in, the council held a special plenary session
presided over by speaker Jimmy Demianus Idjie.

The Megawati Soekarnoputri government's effort to establish the province
through the 2002 Law on Provinces sparked

controversy because it contravened the 2001 Special Autonomy Law for Papua.

Papuan Legislative Council Speaker John Ibo brought the case to the
Constitutional Court and last year the court ruled the

creation of West Irian Jaya was unconstitutional. However, the court ruled
the province should be allowed to go ahead anyway.

Based on this ambiguous decision, the central government continued
supporting the existence of West Irian Jaya, which held

its first regional election on March 11, a day after Papua province's
regional polls.

Bram Atururi and running mate Rachimin Katjong (of the what party) won the
elections over the pairs Dortheys Asmuruf and Ali

Kastella (of the what party) and Yorrys Raweyai-Abdul M. Killian (of the
what party).

Ma'ruf is scheduled Tuesday to inaugurate Barnabas Suebu and Alex Hesegem
as the new governor and deputy governor of Papua.

The swearing-in ceremony will be held at the Cenderawasih Sports Hall in
Jayapura and is scheduled to be attended by

ambassadors of a number of neighboring countries.

Observers hoped the election of Barnabas and Alex would bring development
to the country's easternmost province.

Beatus Tambaib of Cenderawasih University hoped there would be changes in
the implementation of the province's special

autonomy status.

"Suebu was one of the people involved in the creation of the special
autonomy concept," he said.

Four killed in Papuan tribal conflict

National News - July 25, 2006

Police were on guard Monday in tense Kwamki Lama village in Mimika regency
after a three-day clash between two tribes left

four people dead and 16 injured.

Fighting erupted Friday when Yohanes Kogoya from the Nduga tribe was
fatally wounded by arrows when he was attending the

funeral of the Bhintuka village chief's son, Nugi, a member of the Dani
tribe.

Nugi reportedly drowned in a local river, but the Dani blame the Nduga
tribespeople for the death.

The conflict broke out in the Kwamki Lama area, not far from a huge gold
and copper mine operated by PT Freeport Indonesia.

A community figure in Mimika, Rev. Addiel Tinal, said Monday that leaders
of both tribes had attempted to calm their members,

but to no avail.

"We've tried to talk some sense into them, but it seems difficult for them
to accept peace because they are still emotional

about the incident," said Tinal, who was accompanied by Mimika Police
chief Adj. Sr. Comr. Jantje Jimmy Tuilan in Kios

Panjang, Kwamki Lama.

"Community leaders and I will wait until the situation calms down and we
won't force ourselves to appease both sides."

Security authorities also have been deployed to the area.

"We have posted police troops in the conflict area since Sunday to quell
the situation," he said.

Despite the tension, public transportation from the village to Timika ran

Tribal warfare in Papua leaves four dead

Jakarta - At least four people were killed and 16 others injured in tribal
clashes in Indonesia's easternmost province of

Papua, local media reports said Monday.

Antara, Indonesia's state-run news agency, reported that fresh fighting
between members of the Dani and Nduga tribes resumed

on Monday in Papua's district of Mimika, 3,645 kilometres northeast of
Jakarta.

Senior Adjunct Commissioner Jimmy Tulian, chief of the Mimika district
police, confirmed the incident had taken place, adding

that his subordinates were trying to end the fighting between the two
tribes that were using arrows, spears and other

traditional weapons.

Tribal clashes were common between Dani and other tribes in the Papua's
Baliem Valley mid-1990s, claiming the lives of dozens

of people.

Tulian explained the fighting between the two rival tribes broke out on
Sunday following the death of a child belonging to

the Dani tribe while swimming at nearby river. Dani tribesmen blamed the
rival Nduga for the death.

When members of Nduga tribe make a visit of condolence for the victim,
they were attacked by the Dani with arrows, Tulian

said.

Three Dani tribesmen and one Nduga were killed in the fighting, while at
least 16 others were wounded, the reports said.

Tulian said the situation remained tense as scores of people from each
tribe prepared to continue the fighting. He said

leaders from the rival tribes and officials from the local government
administration were trying to mediate in an attempt to

stop the fighting.

Tribal war in Papua kills Four persons


*Jayapura, Papua (ANTARA News)* - Four persons have been killed in a
tribal war which started on Sunday in Kwanki Lama, Timika, Mimika
District, Papua Province, police said.

Mimika Police Chief Jimmy Tuilan said here on Monday the war between
people of the Dani and Nduga tribes killed several people and injured a
few others.

"We are currently trying to stop the fight in order to prevent it from
escalating," Tuilan said.

The regional police chief explained the fight started after a child from
the Kogoya family had died while swimming in SP2 River under supervision
of a relative.

The child`s parents blamed the relative for the death and later attacked
him.

The attack then was retaliated by the other group and later grew into a
tribal war which killed four persons and injured tens of others, the
police explained.

Tuilan said that he approached tribal chiefs and religion leaders to
help stop the fight between the two Papua tribes which actually have
family ties.

Security guards have been posted in certain locations and in the borders
of both tribes`villages.

Some of the injured people are currently being treated at the Mitra
Masyarakat hospital, Tuilan said. (*)

Papuan resistance meets in PNG to unify

The meeting in the port city of Madang brought together commanders from
six commands in the West Papuan National Army.

Meeting organiser Jonah Wenda told AAP most of the commanders had crossed
the border from Papua to attend the meeting and

they had pledged to continue their struggle for a free Papua through
non-violent means.

The meeting continued the work of the West Papua Coalition for National
Liberation to bring together all resistance groups

under one umbrella organisation, he said.

A low-level secessionist struggle has been going on in the province for
decades with Melanesian Papuans pitted against

Indonesian security forces.

Wenda said the commanders signed a memorandum of understanding to form a
new coordinating body in October.

Their aim was to use peaceful means to free West Papua, promoting defence
rather than offence or violent struggle, he said.

"We don't want to attack but if the Indonesian army chooses to attack, we
will stand to defend our people and our land and

the future of West Papua."

 RP pushes for joint naval patrols with EAGA partners

GENERAL SANTOS CITY (MindaNews/24 July) -- The government hopes to finally
launch by next year the proposed joint naval

patrols with Malaysia and Indonesia in a bid to strengthen the security
within the booming Brunei, Indonesia, Malaysia,

Philippines-East Asean Growth Area (BIMP-EAGA). Ambassador Efren Abu, the
government’s special envoy to the EAGA, said naval

and coastguard officials of the three countries have started the
discussions for the terms of reference for the joint

security initiative, which is aimed to secure the area from terrorist
movements and illegal activities.

“The discussions are centered on our respective roles in the proposed
surveillance system that would be put up in our sea

borders,” he told MindaNews at a recent meeting of EAGA tourism officials
in Koronadal City.

Abu said the Philippine Navy, Philippine Coastguard, Bureau of Fisheries
and Aquatic Resources and other agencies tapped to

take part in the security initiative are currently discussing the policies
and requirements earlier agreed by the three

countries.

He said these requirements include their operational capability,
especially the availability of resources such as patrol

boats, fuel and communication facilities for the joint operations center.

Abu said the Mindanao Economic and Development Council (Medco), which
facilitates the country’s participation in the proposed

joint security activity, has been working for the compliance of these
requirements.

Medco currently serves as the lead coordinator of the
customs-immigration-quarantine (CIQS) activities in the EAGA. The

agency initiated the discussions for the proposed joint security patrols
in its bilateral talks on CIQS with Malaysia and

Indonesia about two years ago.

Medco received a grant of some A$1.2 million from the Australian
government late last year to enhance the capacity of

agencies based in Mindanao and Palawan that are involved in CIQS activities.

Australia recently committed to expand the program, which mainly focus on
the upgrading of the CIQS services in ports serving

the EAGA route, to cover the rest of the sub-region.

EAGA leaders agreed during a summit in Kuala Lumpur last December to
undertake policy improvements that would strengthen the

sub-region’s CIQS mechanisms and enhance security in the area by
conducting joint security patrols to address transnational

crimes and terrorism.

EAGA, which has an aggregate area of 1.54 million square kilometers and an
estimated population of more than 50 million,

comprises the entire sultanate of Brunei Darussalam; East and West
Kalimantan, North and South Sulawesi, Maluku, Gorontalo

and Irian Jaya in Indonesia; Sabah, Sarawak, Labuan in Malaysia and
Mindanao and Palawan in the Philippines.

The seas shared by the four EAGA countries had been identified as exit and
entry routes of alleged terrorists responsible for

the string bombings in key cities in the area over the last three years.
The attacks were blamed on the Jemaah Islamiyah, an

alleged Indonesian terrorist group supposedly linked with Osama Bin
