Department is conducting a workshop on "Standardization of Training Materials 
for Midwives, Community Health Workers (CHWs) and Traditional Birth Attendants 
(TBAs)". The workshop is attended by 35 participants from four districts 
(Central Maluku, South East Maluku, NTB and Buru), as well as representatives 
from local NGOs and International organisations. 

Health consultation and treatment conducted by IMC medical staff in a medical 
boat called "The Srikandi" have just completed. Large numbers of patients in 
Buru district (192) and Seram Island (918) were examined. 

In cooperation with BKKBN (Family Planning Department), UNFPA conducted a two-
day orientation workshop (from 13 to 14 November) for BKKBN's local and 
provincial staff, as well as district level health staff. 

Mercy Corps funded "The Indonesian Mid-wives Association" to hold public health 
training for 40 midwives in Kairatu and Piru sub-districts of Seram Island. 

According to a local newpaper, Ambon Ekspres, on Monday (4 Nov.), Maluku 
Government is planning to execute a programme named "Healthy Maluku by 2010" 
supported by WHO. The Maluku Government is going to conduct several health 
seminars, in which all health representatives from sub-district to Provincial 
level will participate. 

Education 
Mercy Corps funded a local NGO, Yayasan Semarak, to distribute stationary to 
300 returnees' students in 3 villages in Seram Island. 

Economic Recovery and Infrastructure 
In cooperation with the local Government and a local NGO, Yayasan Lelemuku, WFP 
conducted a "Food for Work" programme by building a shelter for IDPs from Buru 
Island who are residing in Halong camp in Ambon Island. The IDPs are living in 
a shelter that is still under construction. The programme is expected to 
benefit about 300 families. 

Mercy Corps and a local NGO funded a one-day workshop on "The Development of 
Potential Resources Under the Era of Decentralisation". The workshop was 
organised by the Maluku Consortium Development Fund (a group of 10 local NGOs) 
on Saturday (9 Nov.) and was attended by representatives from Government 
departments, NGOs and private sector. The workshop produced a twelve-point 
recommendations to support peace and development in Maluku. 

Mercy Corps conducted training for 35 Southeast Maluku's local NGOs 
on "Internal Financial and Administrative Controls" from 14 to 15 November. 

Other 
On Thursday (14 Nov.), WFP opened a temporary field sub-office in Ambon with a 
local staff in charge. WFP's main activity will be supporting the distribution 
of the Government's food aid for returning IDPs and vulnerable in the 
community. 

5. NORTH MALUKU 

General Situation 
The acting Governor, S.H. Sarundajang, announced on Wednesday (13 Nov.) that 
the Minister of Home Affairs would make an official announcement soon on the 
appointment of the next Governor. He confirmed that he would relinquish his 
position in a few weeks after successfully completing his mandate to improve 
the provincial administration, which include the establishment of the new 
districts and sub-districts in the province, as well as to oversee the 
gubernatorial elections. A local newspaper, Nimbar Kieraha, reported on Friday 
(15 Nov.) that Thaib Armaiyan and Drs Majid Abdullah would be installed as the 
new Governor and Vice Governor respectively on Friday (22 Nov.). 

The acting Governor, S. H. Sarundajang on Friday (15 Nov.) appointed Drs. Nur 
Djauhari as the acting Bupati of Central Halmahera District replacing Drs. Musa 
Bardun, the Bupati who has also been the acting Provincial Secretary since 
February 2002. 

Population Movements 
The Governor announced on Wednesday (13 Nov.) that he has requested for 
additional funds from the Central Government to return another 3,000 families 
from North Sulawesi to North Maluku before the end of December 2002. 

Reports have been received that about 300 Christian families have returned to 
Ternate over the last few weeks. OCHA has interviewed some of the returnees who 
appear to be mostly businessmen who claim that they returned from Manado on 
their own but have received financial support of Rp. 250,000 each from the 
Government. All are staying with relatives and friends in Ternate. 

OCHA Ternate will accompany a Government delegation to Manado and Bitung from 
19 to 20 November to meet and discuss IDP's concerns for returning to Ternate. 

Food Security and Agriculture 
WVI conducted socialization activities for the fishery assistance programme in 
Sambiki Village, South Morotai sub-district. 

Health 
The Provincial Health Department with funding from WHO/EHA (Emergency and 
Humanitarian Action) conducted a malaria and sanitation training course for 
puskesmas health staff in North Maluku from 28 October to 2 November. 

IMC continued their health services and mobile clinics in Kao, Tobelo, Galela, 
and Daruba, and treated over 449 patients. 

Central Halmahera District held a ceremony on Tuesday (12 Nov.) to welcome back 
16 Christian health workers from Manado to their previous posts. The workers 
also received a medical kit and Rp. 3,000,000 livelihood incentive from WHO and 
UNDP. 

Water and Sanitation 
AcF continued to monitor their water and sanitation projects in 13 villages and 
conducted health sessions on water and sanitation in 5 villages in East Gane 
sub-district. 

Shelter and Non- Food Items 
WVI distributed roofing kit assistance to Pangeo, Loleo, and Leata and Tenga 
villages in North Morotai. 

CORDAID this week signed MOUs with two local NGOs, IKATAMA and LPMP for the 
construction of 15 houses each in Sosol, Malifut and Peot Villages in Sahu. 

Education 
UNICEF monitored its 'School in a Box' project in selected schools in Tobelo, 
Malifut and Kao. It also attended part of a booster workshop in Tobelo on peace 
education programme for youths and teachers conducted by its implementing 
partner ARTI from 13 to 14 November. UNICEF also finalised the proposal from 
the Department of Education for teacher training and procurement of teaching 
tools programme. 

Others 
The first part of a media workshop for local journalists was completed in 
Ternate from 13 to 14 November. The workshop was organised by OCHA and the 
Kharirun University, Ternate, and funded by USAID - Office of Conflict and 
Prevention. It is aimed at raising awareness and increasing the commitment of 
the media in the reconciliation and peace process in North Maluku, to improve 
the relations between the media, Government and security apparatus, as well as 
to encourage journalists to focus more on IDPs and humanitarian issues. The 
acting Governor, S. H. Sarundajang officiated at the opening and participated 
in the first session of the workshop. 

6. PAPUA 

General Situation 

The House of Representatives (DPR) on Monday (11 Nov.) endorsed a bill on the 
formation of 14 new regencies in Papua as part of a plan to divide the province 
into three provincial administrations. The 14 new regencies are Karmi, Kerom, 
South Sorong, Raja Ampat, Pegunungan Bintang, Yahokimo, Tolikara, Waropen, 
Kaimana, Boven Digul, Mappi, Asmat, Teluk Bintuni, and Teluk Mondama. 

The Jakarta Post reported on Thursday (Nov 14.), that an Indonesian Military 
(TNI) investigation team has arrived in Papua to probe the deaths of two 
Americans and an Indonesian near Freeport mine last August.
