distribution of the first phase of income-generating materials (seeds and
tools). The programme is still on-going through a local partner, SSG in Peudada
sub-district. Last week, 2 hand tractors and agricultural equipment were
distributed.
CARDI is initiating a baseline assessment survey on the income and food
security for more than 600 beneficiaries in all Livelihood Protection Programme
areas (Aceh Tengah, Aceh Besar and Aceh Bireuen). This survey should be
completed by the end of December.
3. MALUKU
General Situation
The Jakarta Post reported that on Saturday (23 Nov.), a total of 2,762 soldiers
of the Fast Reaction Force (PPRC: a combined force of Indonesian Army, Navy,
and Air Force personnel) conducted a war game at Passo harbor and Ambon
airport, to simulate the occupation and retaking control of Ambon. The
preliminary exercise attracted local communities' attention and was attended by
several military and senior Maluku Government officials, including the
Indonesian Military Commander Gen. Endriartono Sutarto, Navy Chief Admiral
Bernard Sondakh, Air Force Chief Marshal Chappy Hakim, Pattimura Military
Command Chief Maj. Gen. Djoko Santoso, Maluku Police Chief Brig. Gen. Bambang
Sutrisno, Governor Saleh Latuconsina, Chairman of the Maluku legislature Etty
Sahuburua, and Ambon Mayor Yopi Papilaya. According to The Jakarta Post, a
military officer Lt. Gen. Bibit said that the exercise aimed at improving
PPRC's professionalism in handling separatist activities and it was not
relevant to the tense situation on Ambon Island.
Assessment
AcF conducted assessments on water and sanitation needs, and a possibility of
starting interventions in support of IDPs in Ambon and Seram Island.
Health
MSF-B reported a new measles case in Salahutu (6 cases, all children) and
diarrhea cases in THR IDP camp. (THR = Taman Hiburan Rakyat, a local name of
the location).
Water and Sanitation
Mercy Corps funded a local NGO to install a gravity-fed water system, latrines,
and MCK for 1,530 IDPs and local people in Luhu village in West Seram.
Shelter and Non-food Items
A local newspaper, Siwalima, quoted a statement from the Vice Governor of
Maluku on Thursday (28 Nov.), that the Government of Maluku was ready to build
a total of 21,000 houses for IDPs at several locations in the province through
relevant departments. The Vice Governor also added that the Government would
provide assistance packages (livelihood support, agriculture tools and seeds,
and housing) that are adequate for family of five members at maximum.
