IDPs in Passo. The assistance was released to a local NGO Yayasan Lelemuku last
week to support a food for work project to assist IDPs in building their homes.
Economic Recovery and Infrastructure
Mercy Corps conducted a three-day training from 25 to 27 November on "Setting
sustainable interest rates and dealing with non-performing loans" for 18 local
NGOs implementing micro-credit projects in Maluku. The course material is based
on the work of the World Bank Consultative Group to Assist the Poor.
Other
On November 26, Mercy Corps sponsored a committee of local Muslim and Christian
NGOs to host the third Buka Puasa (breaking the fast) at an NGO Centre in
Ambon. The Maluku Governor and District military commander attended the event
as guest speakers. Over 80 representatives from local and international NGOs
attended the event.
CARDI conducted a five-day workshop on 'Participation methods for youth
facilitators" through a local NGO "SANIRI" in Passo town on Ambon Island. The
workshop was attended by 25 youths from IDPs camps in Passo, Suli and Waai, all
on Ambon Island.
CARDI provided basic training on "participatory project design and assessment
methods" for selected communities on Ambon Island and Waisala, Piru and Kairatu
sub-districts in West Seram Island. The training was aimed at enabling
community-based organisations to prepare proposals for economic empowerment,
community infrastructure rehabilitation, education, peace and reconciliation.
For this purpose, CARDI visited 77 communities in Ambon last week and 10
communities this week in West Seram.
UNDP Recovery Program is refining its strategy to undertake a conflict analysis
and local institutional capacity assessment in cooperation with the Institution
for Social Transformation (INSIST). The analysis and assessment will be carried
out in December 2002 and January 2003.

4. NORTH MALUKU
General Situation
The Minister of Internal Affairs officially installed Thaib Armaiyn and Madjid
Abdullah as the Governor and Vice Governor respectively of North Maluku at a
ceremony in the Gubernatorial office, in Ternate on Monday (25 Nov.) The
ceremony was attended by political, military and the Government officials, as
well as international aid workers. The United Development Party (PPP), which
had previously voiced its opposition against Thaib's appointment, also
announced that it would support the new Governor. No security incidents were
reported.
The Coordinating Minister of Social Welfare, Jusuf Kalla together with all
ministers under his coordinating ministry, visited Ternate on Sunday (24 Nov.).
At a meeting to welcome the ministerial delegation, the acting Governor, S.H.
Sarundajang briefed on the IDP situation and the return programme. He also
thanked the UN and international NGOs for their contributions to the province.
He assured the Minister that his concerns about international NGOs engaged in
anti- government activities in North Maluku, were unfounded.
Population Movements
17 Christian IDP families comprising of 80 people from Jailolo sub-district
have returned to their village in Sulamadha, Ternate Island in the past 2
weeks. The returnees have received financial assistance package from the
Government. Houses built for them are about to be completed.
Health
IMC continued its health services and mobile clinic operations in Kao-Malifut,
Tobelo, Galela, Bere-Bere and Daruba sub-districts. Over 1,259 patients have
been treated.
IRD has finalized an agreement to provide the Ternate General Hospital with
490.5 kg of Breedlove (food assistance). The Breedlove will be used as
additional food for patients from vulnerable groups in the hospital.
Water and Sanitation
WVI transported building materials for MCK project to Roko village of Tobelo
sub-district.
CARDI continued monitoring of its water and sanitation projects in Jailolo,
Sahu, Ibu, North Oba and Oba. CARDI also continued the testing of the new
assessment tools for its new water and sanitation projects.
Shelter and Non- Food Items
WVI monitored its roofing kit projects in South Morotai, Galela and Tobelo sub-
district.
CORDAID continued its activities to reconstruct 90 houses in Talaga, Susupu,
Peot, Golao, Biamaahi, Tahane and Sosol, which are all located in South Jailolo
sub-district.
Education
WVI continued monitoring of its Happy House project in Gamhoku village of
Tobelo sub-district. WVI also held meetings with the school committees of two
elementary schools in Tobelo sub districts, and carried out its regular school
activities in Kao and Malifut sub-districts.
UNICEF prepared training for the 2nd phase of the 'School in a Box'
distribution through the Department of Education.
Economic Recovery and Infrastructure
WVI monitored its Community Rehabilitation Project (CRP) I projects and
facilitated proposals for the CRP II projects in the villages of Galela,
Tobelo, Kao and Malifut sub-districts, which have not been covered. WVI also
assisted fishermen groups in Galela sub-district and Morotai Island to develop
proposals for its Fishing Kit II programme.
Others
AcF continued a mapping of demography, water facilities, IDPs and returnees.
WVI carried out a training for its Monitoring and Evaluating staff.
5. PAPUA
General Situation
The Jakarta Post reported on Monday (25 Nov.) that seven Cabinet ministers
visited Manokwari to deliver financial assistance to earthquake victims in the
Manokwari regency. The group handed over Rp 1.5 billion to help rebuild
hundreds of houses damaged by the earthquake on Oct. 10, 2002. The group, led
by the Coordinating Minister for People's Welfare Yusuf Kalla, comprised of the
Minister of Religious Affairs Said Agiel Munawar, the Minister of Social
Affairs Bachtiar Chamsyah, the Minister of Education Abdul Malik Fadjar, the
Minister of Health Achmad Suyudi, the Minister of Resettlement and Regional
Infrastructure Sunarno and the Minister for Acceleration of Development of
Indonesia's East Region Manuel Kaisiepo.
According to an executive of Papuan Council Presidium (PDP), they plan to
celebrate the 41st anniversary of Papua Independence on 1 December at the
residence of the late Theys "Hiyo" Eluay. PDP Secretary-General, Thaha Al Hamid
said on Tuesday (26 Nov.) that the presidium and its supporters would
simultaneously raise the Morning Star Papuan flag and the Indonesian flag
during a simple ceremony at Theys' residence in Sentani, some 40 kilometres
north of Jayapura.
Media reports stated on Wednesday (27 Nov.) that police in Manokwari, Papua,
arrested 13 people who raised the Morning Star flag to mark the fifth
anniversary of Papuan independence. President Megawati Soekarnoputri also
issued a decree on the same day banning all ceremonies celebrating Papuan
independence. It was unclear if those arrested belonged to any political or
social groups.
According to The Jakarta Post, to avert the possibility of foreign
intervention, the Government announced on Thursday (28 Nov.) that it would deny
entry to a delegation from a United States-based NGO to Papua. PDP has invited
the American activists grouped under the Council of Foreign Relations as
observers between 13 and16 December. A former U.S. Pacific fleet commander
Dennis Blair is reportedly head the delegation. The Minister of Foreign
Affairs, Hassan Wirajuda, said that the organisation was planning to assess the
conflict situation in the province, but their purpose was unclear.
6. WEST TIMOR
General Situation
A local newspaper, NTT Ekspress, reported on 21 November that leaflets
provoking religious conflicts were spread out again in SoE, South Central Timor
(TTS). In response, District Head of South Central Timor, Willem Nope, held a
dialogue with various religious youth groups in the district on 20 November.
Last month, distribution of a similar leaflet disturbed the tranquillity in
SoE.
Population Movement
Deputy Governor of East Nusa Tenggara, Johanes Pake Pani stated on 22 November
that the province is still handling some 40,000 displaced people comprising of
East Timorese refugees and IDPs from Maluku. He added that by 31 December 2002,
when the cessation of refugee status would be declared, the East Timorese
refugees and IDPs from Maluku are expected to integrate with the locals.
UNHCR Dili reported a total of 408 East Timorese repatriated to East Timor from
1 to 27 November.
Food Security and Agriculture
Settlers in the resettlement site of KoA in South Central Timor, comprising of
East Timorese refugees and locals, received livelihood package from the Social
Affairs office of SoE in the past week. Some 171 families were assisted.
Pos Kupang reported on 20 November that there were indications of food problems
in several areas in the district of Ngada. People living in some areas (i.e.
Riung, Aesesa, Wolowae and Nagaroro) have changed their the staple food from
rice to tubers. The District Head of Ngada informed on Monday (25 Nov.) that 82
villages might face food problems, which would cause a total of 81,148 persons
suffer from food shortage. The District Government is considering allocating
special fund from the district budget to handle the problem.
