eight local LNGOs (Lakpesdam I, Lakpesdam II, YKB, Diakonia, Tiara Pusaka,
YPPM, and Lelemuku). The activities were aimed at strengthening and supporting
community dialogue meetings between returnees and communities in the province.
On 27 June, ICMC organised an Information Session on Gender-Sensitive Programme
Design through application of "Do No Harm" conceptual frameworks. The session
was followed by training on conducting self-assessment by using ICMC's
Organizational Capacity Assessment Tool that is specifically designed for LNGOs
working in Maluku. Four LNGOs participated in the session and training.
5. NORTH MALUKU
General Situation
Various local newspapers reported that some 2,000 IDPs and returnees staged a
demonstration in front of North Maluku Gubernatorial Office on Monday (30
June). The IDPs demanded the immediate return to their places of origin and the
Government assistance. The protesters threw stones to staffs of the
gubernatorial office, and forced the Governor to come out and directly met the
protesters. They also burned 11 motorbikes and damaged 2 cars of the
gubernatorial staffs. Eventually, after several warning shots from the army,
the clash stopped and the IDPs were calmed down by the military commanders and
the police chief. It appeared that the demonstration was triggered by news
aired through a Government-owned local radio station (RRI) announcing that all
Galela returnees, who were returned in September 2002, should come to Ternate
to get the Government assistance at the Social Office. When they came to the
Social Office, they were told that the assistance was not available. Felt
deceived, the returnees, joined the IDPs group, then went to the Gubernatorial
Office to protest.
