Seram Island of Central Maluku district (covering Masohi, Kobisonta, Werinama 
and Tehoru sub districts) and in Buru Island of Buru District. 

IMC also conducted the following trainings: a) on the job training for Mobile 
Clinic services during 21-26 July 2003 in Werinama, Tehoru, Kobisonta and 
Taniwel sub-districts in Seram island and Wamsisi sub-district in Buru Island; 
b) normal delivery training for six health providers from Central Maluku 
district during 23-28 July 2003 at Al Fattah hospital in Ambon City; c) 
integrated management of childhood illness training for 20 participants from 12 
sub-districts of Central Maluku, which was conducted in Masohi hospital. 

Water and Sanitation 
AcF organised a briefing on its water and sanitation project to the local 
authorities, village leaders and communities in Wasbakat, Waialua, Batlale, 
Balu Balu, Waikose, Waispait, Wainibe and Waipoti villages in the North of Buru 
island. 

AcF also conducted similar meetings explaining implementation methodology of 
sanitation facilities in several villages of Buru island. 

Shelter and Non Food Items 
CARDI through emergency psychosocial project distributed the final stock of 
recreational and vocational materials to 12 youth centres in Ambon island to 
complete project activities under this programme. 

A local newspaper, Ambon Ekspress, reported on 18 July that the construction of 
2,000 houses for IDPs in TNS sub-district of Central Maluku district is 
completed. 

Education 
Mercy Corps funded a local NGO Yayasan Gema Lingkungan for rehabilitation of 
the building and distribution of school equipment in Ujung Batu sub-village of 
Waai village on Ambon island. 

SC UK is currently planning for an initial two years implementation of "Basic 
Primary Emergency Education Programme" for IDP and local children affected by 
armed conflict in Maluku. The objective of the programme is to support the 
government in ensuring that displaced children and those affected by armed 
conflict have access to quality basic education. An estimated 5,000 students 
from 30 elementry schools will be covered under this programme. 

A local newspaper, Ambon Ekspress, on 21 July quoted Ir. G. Manusama, Head of 
Ambon city Public Works Department, that Ahmad Yani High School on Ambon Island 
has received Rp. 1,074 billion from UNDP for reconstruction. 

Economic Recovery and Infrastructure 
ICMC Community-based initiatives on Seram Island facilitated a planning 
workshop with 30 representatives from 11 communities in West Seram to: (1) 
Organize a "Go and See" visit for Lokki displaced families; and (2) Assess the 
positive impact of the last month "Go and See" visit of Siaputih displaced 
families. 

ICMC facilitated discussions between communities in Laimu and Wolu (Tehoru sub-
district) to sponsor a joint community meeting with IDPs displaced in TNS sub-
distrcit. ICMC also coordinated the first meeting between 2 Laimu 
representatives and IDPs from Hunisi, Yamalatu, and Maneoratu (Tehoru sub-
district) living in TNS sub-district. 

ICMC capacity building initiatives facilitated a meeting and discussion on 21 
July 2003 on land tenure issues with 9 local LNGOs and Ibu Poppy Tuhulele, a 
local attorney and lecturer specializing in land tenure issues. 

4. NORTH MALUKU 

General Situation 
According to the Provincial Dinas Social, 220 families (1000 persons) from 
Ternate has returned back to their places of origin in Dusun V Gamsungi 
village, Tobelo sub-district of North Halmahera District. The action is against 
their original plan to empty Tobelo from IDPs before returning the IDPs from 
Ternate, none of the IDPs in Tobelo, who are supposed to be returned to Morotai 
Island, Galela sub-district, Gane sub-district and several other areas in North 
Maluku, have not been returned yet. According to the head of Provincial Dinas 
Social, Moh. Helmi, the postponement of return of IDPs in Tobelo is due to 
inaccurate number of IDPs. 

Head of Provincial Dinas Social, Moh. Helmi, informed that from June 2002 until 
February 2003, 11,000 IDP families have returned, though the targeted number 
was 23.000 IDP families within North Maluku Province. Since 2000 up to June 
2002, an estimated 17.000 IDP families have returned either with assistance 
from the government or voluntarily. The North Maluku Government sets this 
year's return target for 9,916 IDP families within the Province, 2,600 families 
from North Sulawesi, 1,000 families from Maluku and 500 families from Papua. 
There are still 600 IDP families from Galela and 1,145 IDP families from Maluku 
remaining in displacement. 

In line with the lifting of Civil Emergency status from North Maluku and 
restoration of civilian rules, the North Maluku Field Security Control Command 
was handed over from the Territorial Military Commander XVI Pattimura, May.Gen. 
Agustadi, SP, to the Chief of Maluku Regional Police, Brig. Gen. Pol. Drs. 
Bambang Sutrisno, MM. The North Maluku Vice Governor and several Military, 
Police and Government officials attended the ceremony.
